It is one of thousands of sites where you can apply for various credit cards. It is affiliated with Barclays Bank
Juniper.com is managed by Barclays Bank of England and offers a variety of credit cards. Your site but you can only provide your card and choose only after the establishment of an account book.

Stay away from unsolicited credit card information is sent. It smells like a scam.
For more information, call and ask Barclay. I do not think that they somehow related to the offer.
